Earth 18 starts in Europe aren't tough, they're practically instant wins. Possibly the best thing to do is go to immediate war, and warrior rush the nearest civ, where you will rebuild the city. After that, it's a cakewalk.

Complaining won't do anything really. I don't own the game, but they realize it has problems that they will be attempting to sort out. If you think you're the only person annoyed by it, then you're very wrong.
You can deny the King everything, and it won't affect tax increases. Number of goods sold/gold made is basicly the only thing influencing tax increases. Plus the King asks for way too much of your gold, it would cripple you if you actually gave him it everytime.
Don't let the REF take your cities if you can otherwise stop them. Especially if Artillery get inside the cities, you're going to have a horrible time defeating those punks.
