Starting Revolution Issue

I have 5 colonies, all are at 100% rebel sentiment.
My overall rebel sentiment is 73 percent.
My Revolution screen does not have a "Start Revolution" button at all.
Its not greyed, its just not there
I've been ready to declare independance for a while, and this is the first game I played to this point.
My victory conditions list Europe and Independance as win conditions, the next faction close is the French at 48%.

Im playing on Pilgrim, Standard game length, and its 1703.

Please someone have an answer

Another person had a similar problem, and it turned out that this was because he unchecked the Independence victory condition when starting a game via Custom Game. However, you stated that you have this condition on, so I'm not sure.

1703 is definitely not too late as I'm looking at my hall of fame and "Alsn of New France" has an independence victory in 1747 AD.

Sounds like a bug to me but as a previous poster stated, a save would be nice.
