Biofuel railroads

So I'm playing as Catherine, trying for a non too aggresive game; going ultimately for Space Race. I muscle China off the continent to make a little room and am holding my own, culture wise but a little behind on tech. When I reach steam power and then combustion I find that I have no access to coal or oil and no one will trade it. I've tried making nice with the other Civs but, no dice!
So I think, I've got plenty of Great Scientists popping up so -Standard Ethanol. I found the Corp, getting access to oil but my workers still can't build railroads! I can still build tanks and other oil reliant units but no railroads so I can't get the +1:hammers: from my forests full of lumbermills.:sad:
Anyone got any thoughts?
 
It's the just way it works. Standard Ethanol gives a city access to oil, but not the whole civ. Even if you spread it to all your cities, you won't be able to use it to build railroads. Similarly, you won't be able to trade it away to other civs. It's the same mechanism. Annoying, but it does kind of make sense in game terms, if not in real life terms.
 
To rectify this issue I recommend that you liberate the resources you need:ar15:

I agree, Standard Ethanol gives you the bullets, you just need to utilize those guns. :ar15:
