You can upload for free on fileplanet and they allow really big files & mods I know I have friends post HL2 conversions there and other friends post there demos there. you just have fill out a lot of descriptions for your file & they track how many downloads you get. I can;t see them backing up...

torrent sites can setup a torrent it not hard to do. or if most used usenet it be best way to go upload files to news servers but then people have have access to a news server to download your mods but honestly news servers are cheaper then using something like megaupload or rapidshare, like...

Your problem sounds like a codec problem many videos even games use a codec & if you don't have updated ones videos will skip & freeze

You could just fix recon units to where can only defend like loki does, then AI can't use the to attack. Or could make where can only attack animals, since really only used for recon and capturing animals by most people.
