What causes your citizens to improve your palace? And how can i make it more frequent?

I have PTW, it came in the Gold edition I got for christmas. I probably have, I do like to press buttons on my keyboard when im waitng for the AI to move.

On my minimap all that shows are the white squares of my cities and the other civs. On the other civs it shows the cities and the colors. Did I press a button to turn it my color off or something?
