What causes your citizens to improve your palace? And how can i make it more frequent?

Mostly happiness and lots of infrastructure. Other things like sacking a barb camp or successfully defending a city for the first time will do it too.

Ok, so if i wanted to improve my palace more I could use the slider and just pump up the money going towards happiness?

I suppose, but I think it might not work. Anyway, the palace doesn't do anything anyway. (I think conquering AI cities also helps the palace)

Ok thanks. I've got another question, one of the other civs settled two cities next to two of my bigs cities, what are the chances the other civs cities will get flipped?

It depends on how many tiles of the AI city's 21 are controlled by you, the distance from your palace, your relative culture, etc.

city flip is dependant up the following things...

1) number of forgien citizens
2) number of resisting citizens
3) number of city tiles under control of the other civ
4) is the city in WLTKD or rioting?
5) does the other city have more culture than yours?
5) your total culture in ratio to their total culture
6) the distance to your captiol in ratio to their capitol
7) the number of military units in the city

I think its pretty self evident what is good and what is bad.

5) does the other city have more culture than yours?
I think this should be "the ratio of culture in the city in question".

all i do is overwhelm the city with high culture and i get it. thats the easiest way to put it.

Also I think that links (road rail air sea) with the capitals in question are important directly, as well as by ensuring luxury delivery.

No, it has no effect whether the city is connected or not.

High culture in the border city doesn't matter. All that matters were the factor mentioned before, with my revision.
