Is the AI cheating? Free pikeman

This is from a SG I am in. Persia has two cities and we are at war. In a peace treaty, Persia gives me their only other city, but get a free pikeman in their capital. They don't even have an Iron hookup or any money. I tried this again and just got peace without getting the other city from them and they did not get the free pikeman. What is going on?

Here is the save. Ask for peace + a city from Persia and they get the free pike in their capital. investigate the captial and they have no resources.

All units that is in the city you get for peace gets teleported to the capital.
(Some exploit this to teleport units back home by gifting away the city they are in)

There was this SG I recall where the team accidently put four cavs each in 5 armies and couldn't transport them to the other continent. So when they got an MGL, they rush a palace at the other continent, and gifted a city with 100 cav and the 5 armies to another civ. Then all the cavs/armies were over there and the world was theirs. The person who did that exploit received criticism.

Cool, I used that once when the AI landed troops by sea near my undefended capital.
