It should have to be built by everyone. Just because the knowledge is out there doesn't mean it is easy to get...look at Iran and North Korea. It is expensive and some work has to go into it. Just because the US has had them since '45 does by no means make them available to everyone.

I have recently created some new leaders and was just giving them the diplomatic responses from some of the normal leaders. But when I play-test and make first contact with these new leaders I get a blank dialogue screen and then generic responses thereafter. Anyone know how to fix this so that...
