In my opinion, The Manhattan Project should be a national project, like Apollo Program.

Its not like every country in the world can create nukes just because the US completed the manhattan project in the 40's.

Discuss :)

As far as i know, every PhD Nuclear Physicist and their grad students know how to make a nuclear bomb these days. The actual science behind it has been discovered and is reasonably available in the public domain. The issue is the actual technology and equipment required to build the bomb itself. That is slightly more of a problem, but again, i'd wager that most developed countries could develop the bomb within a year or two, if they just wanted it.
I dont really think that answers your question lol, im just rambling, point is the knowledge is public domain.

I agree. I never build it myself because you are basically building a project for every other civ on the map. Of course, if another civ starts working on it (usually because they are behind in power), I just keep an eye on it and start popping out nukes as soon as its completed.

I think the point is that at thats stage of tech advancement it was groundbreaking and so yes it would appear more realistic if it were a national project, you still have to have the tech to build the nukes etc so its not like being first to complete will spoil the game as its overpowered as that can still happen if someone has a good tech lead, I guess this is also realistic.

As real history proved, knowledge like that cannot be kept secret for long. Maybe a delay of 10 or 20 turns would be nice so you get a headstart for making nukes, but aside from that the game mechanics are fine imho.

There are some hurdles for other civs. They need uranium, and they need rocketry. Again, just like in the real world ;) So you can have a monopoly on nukes.

I like to wait to build it until the UN is built, and i am in charge of it.

Then i set all my cities to build ICBM and vote no nukes while building my own.

Does a good job of keeping your power ranking up when its starting to lag.

I never really focus on it much. They should make it so everyone has to build it. Or at least make the person who built it first, get a 25% bonus to nukes or something.

It should have to be built by everyone. Just because the knowledge is out there doesn't mean it is easy to get...look at Iran and North Korea. It is expensive and some work has to go into it. Just because the US has had them since '45 does by no means make them available to everyone.

Exactly, when we developed the technology to do it the world didn't instantly learn how to make them. This is one of the parts of the game i just never understood.

A fair compromise would be that any civilization that has created its own Manhattan Project can build nukes. Then, once nukes have been built by one civ, any other civ (with access to uranium, knowledge of rocketry, etc) can build their own. That way you get the inevitable spread of nuclear weaponry, but the pioneer(s) who put their own effort in get some advantage.

Despite the project being built, nobody can make nukes without knowledge of both rocketry and fission! I feel this represents the technology to make the weapons fairly well.

For game balance, it's already enough of an advantage ----> once someone has nukes, other people who could maybe make them will probably have their uranium covered in fallout very shortly ;).

Should civ's be able to trade / sell nukes? what kind of penalty should be imposed?

Im a huge fan of this idea, I've been wishing for the ability to sell weapons / units to other civs since early civ3. Would be sweet to sell some decent units to the less developed civs, and watch them resist an invasion (or even start their own invasion) of your enemies.

Gifting units wont be the same, as the AI never offers any cash for it.

I also favor such an idea, more in the idea of mercenaries though. What I believe is that a civilization should be able to "rent" its troops to another for say 1:gold:/unit for it to use in its war. However any GG points gathered from these units still go to the renting civilization.
