In my current game I just saw a spanish destroyer sail though a land mass. It stoped in the ocean approx. where it would have if it would have gone around. I have never had it do that for me or seen it before. I had a perm. alliance with the spanish which is how I noticed it at all.

Not that I have seen. I have had no problem with the AI being passive. I was assaulted by Aborigines, French and Aztecs in my last game and I didn't even have it set to aggressive AI. What difficulty are you playing on? I usually play Prince.
I can get a domination 20k+ augustus caesar playing prince. I usually play fractual with 12 opponets (13 players total including myself). If I go for space race I usually end up some place in the middle and time usually gets quayle or ethelred the unready. I think the game is a little biased...

I liked the way in civ3 it would tear up the roads and improvments around the cities and scatter polution everywhere. Much better than in civ4 IMAO, I cant understand why they changed it. I agree that nukes should have a greater impact on diplomacy. I also like the idea of versions of nukes. Say...
