Poland had great significance in the Middle Ages, as did Austria in the 19th century. Not to mention the Byzantines and the Ottomans. To say that there are, and have been, no significant countries in Eastern Europe is, quite frankly, wrong. I'm from Wales so I have no nationalistic agenda here...

That's an idea that occured to me. Why not have a leader-couple? You could have Ferdinand & Isabella for Spain, Theodora & Justinian for the Byzantines...
