Hi all! I'm having trouble tracking down a mod which may only exist in my head. I'm looking for a mod that removes (or heavily reduces) the diplomatic penalty "they believe you're building cities too aggressively". Ideally the mod shouldn't do much else? Any recommendations are appreciated!

Too restrictive hex usage (especially if you're trying to optimize), given the limited space available. Given the preview today showing the return of districts as well as small maps, I'm hard out on 7. I'll go back to my Frankenstein version of 5 because I can't get my version of 4 working.

Loathe districts and absolutely will not buy or play if it has them.

I remember a mod for Civ4 having something like this - a college of law, college of medicine, etc. I like the idea, could definitely see it being incorporated in official content.
