[BNW] If you could have made a third expansion pack for Civ V, which civs would you have added?

First of all, I would have had the Sumerians and Hittites added as full civs, which I think was the original plan in 2011, but was scrapped for whatever reason (does anyone know?)

I also would have loved to have an Irish civ led by Brian Boru, but when you already have a Celtic Civ with all 6 Celtic nations in it, that's not practical. After all, we saved civilisation in the Dark Ages...

1. Boers (Pretorius, Kruger, or Smuts as leader)
2. Nubians (i.e. medieval Christian Makuria - Merkurios as leader)
3. Tibetans (use a medieval Dalai Lama if you want to be apolitical, or use the current one if you want to stick it to the CCP)
4. Congolese (Afonso I as leader)
5. Armenian (Ashot as leader)
6. Turks (i.e. Tamerlane's Central Asian Turks, distinct from Suleiman's Ottoman Turks)
7. Eskimo/Inuit (Teddy Kyle Smith as leader? Just watched that on Hulu)
8. Australian (John Curtin as leader, nice to get an Irishman as a leader, even if not as Ireland)
9. Canadian (John MacDonald as leader)
 
These 9 + Sumer and Hittites would get us to 54, if we want a total of 64 civs (an important number in computing, but I don't quite understand why as a lowly muggle with no coding abilities)

2. Gran Colombia (Bolivar)
3. Swahili (???)
4. Gaels/Ireland (de Valera or Brian Boru - rework the Celtic civ to represent only Brythonic Celts)
5. Israel/Jewish (David, Jesus, or Ben Gurion, Jesus would be my first choice but would probably be controversial)
6. Kievan Rus (Chmielnicki)
7. Manchurians/Jurchen (Nurhaci, Yung-lo, Tzu-hsi, or Henry Pu Yi)
8. Vietnamese (Tran)
9. Rhodesia (Ian Smith)
10. New Zealand (Robert Muldoon)
 
My nine would be:
  • Georgia (Tamar)
  • Haida (Koyah)
  • Shawnee (Tecumseh)
  • Tibet (Songtsen Gampo)
  • Timurids (Timur)
  • Tupi (Cunhambebe)
  • Wiradjuri (Windradyne)
  • Yuezhi (Kujula Kadphises)
  • Zimbabwe (Nyatsimba Mutota)
