Is it feasible? Your expansion stability rating would probably be in the negative hundreds, but maybe the economy rating would make up for it?

Maybe ships can only be outside of their culture zone for 3 turns or something.

I am playing the Giant Earth Map mod. This is basically what happens. Uploaded with ImageShack.us I've also had this problem when I loaded some mods that came with BTS. Varietas Delectas, Rhyes and Fall, Dawn of Civilizations, and other mods don't have the same effect though...
