Is there at least a way to access the old in-game mod database rather than Steam Workshop?

This mod doesn't seem to be avaliable on Steam Workshop, which appears to have replaced the in-game mod db?

Can't seem to find out how to do this.

I have done this, but the mods are not active in any new game I set-up. Also, the scenarios do not show up (US vs The World; WWII Full Edition). To be clear the mods are downloaded, installed, and ticked-on.

Holy crap! how do you get the Notification Log to appear? That looks extremely handy for keeping track of events during diplomacy.

Seems I took the UA of building up the main city to have buildings in other cities for cheaper too far, and now other Civs have surpassed Rome's abillty to create Science/get techs.
