    Pretty sure they said they're limiting the Switch capacity specifically. I don't remember the numbers, but the Switch can't go above 5 players ever play larger than Standard map - on the PC you can.

    To make that comparison, you're expected to go through three civs to play a game, so really you should divide Civ7s number by three...which gives you 18, comparable to the other games you mentioned (going by your numbers).
