There seems to be a certain number of total GP per game. If the number runs out before a specific GP appears, that GP will never appear. If it says no more of this type to recruit, then it is already too late.

I think it's a remix of an old bug. If you decide to keep/liberate/raze a city after a peace deal, it keeps the occupied status. Now that they've added an option for liberating when you get a city in a deal, it necessarily happens whenever you get a city that can be liberated in a peace deal...
