Sorry, I've read not carefully enough. Spiritual seems also a good choice because of the many religios buildings if you found several religions.
But why do you have to outtech your opponents?
Do you pick the AI leaders at the sart of a game?
If yes, which leaders do you prefer or dislike and why?
In my games, I try to find a balance between friendly and hostile leaders. And usually, every leader trait is present at least twice among the AIs.
Has anybody thought of picking a financial civ and setting the culture slider higher? With the extra commerce this trait generates you can afford that.
If you set your city more than 2 tiles from a gold mine, you won't get the gold coins from it. But if the mine is connected by a road, the gold resource spends happiness to all your connected cities.
Do you mean the worst leader that YOU can play or the worst leader to play against?
The worst leader I played so far was Roosevelt (But this was partially due to a bad start position).
The wost AI leader is Isabella (Her religious fanatism is annoying)
Philosophical: More great Artists, and cheaper universities with +3 culture.
Industrial: Easier wonder construction, that adds more culture.
Unfortunately, no leader has this combo.
I've achieved my first culture victory with Frederick (Creative/Philo) on vanilla civ4.
