Tile Improvements and points gains

If I understand correctly tiles cannot be worked on if more than 2 tiles away from city. If this is the case is there any point in building say cottages beyond this? Other than to build roads to connect other cities if needed. I assume cottages do not need roads, and other improvements do. Is this correct. I think I been making the mistakes of setting up my city more than two tiles from a gold mine and not getting the benefit.

Also I notice that the points table increases at regular intervals, and sometimes decreases too. I know this changes when technologies are discovered but it also moves less significantly for some other reason too - anyone know why?

If you set your city more than 2 tiles from a gold mine, you won't get the gold coins from it. But if the mine is connected by a road, the gold resource spends happiness to all your connected cities.

You're correct that you can't work tiles outside a city's "fat cross", and so there is limited point in improving them. Resources are still worth improving, as they'll still give the empire wide health/happiness bonus, and be available for trade, even if a city can't work the tile itself. Other than that, roads are obviously of use to connect cities. Farms are occasionally of use outside city radii to help spread irrigation to distant farms.

Only resources require a road. Mines, cottages etc, on generic terrain do not. building your cities so that a gold tile is unusable is generally not advisable. It isn't always possible to get every resource within a city radius (at least with a practical city arrangement), but gold is a high priority resource early on.

Wonders, population and land area also contribute to score. A score decrease usually indicates a loss of population and/or land, generally due to warfare.

is to connect via roads and rails, and use farms (post-CS) to spread irrigation.

The points increases and decreases with population aswell.
