Sorry I didn't answer sooner. Haven't had much time to play lately. That's was exactly what I meant. You only really have to to do it for the duplicates but I did it for all of them to assure later added cities wouldn't conflict.
I ran in to this issue as well. I haven't tried fix on this mod but I have done it on a couple of other mods. I describe my fix in my last post on this thread:
