It's a virus, of course. Pretty much the worst kind. No other one could suck your energy and time up like this one.

My favorite is to convert to Universal Suffrage, rush and then convert back to Representatives. Great for setting up towns created at late stage (like in archipelago maps).

I was in a war with an AI and signed peace for its capitulation, then suddenly all my star bases lost their culture borders. What gives??? See the attached pictures before and after. [EDIT]: The next turn it returned to normal. But this really doesn't make sense.
