Unfortunately, what AdrienIer said is true. I did take Rome. However, please understand that Carthage is NOT a war-hungry nation . It was all a result of his own surprise attack in which he took Carthage. I tried to negotiate for a peaceful settlement, but I was ignored.

It may have something to do with your micromanagement vs. your opponent's. Or it could be that he was focusing on economy while you were focused too much on military. Or thirdly it could be that you were focusing on non-essential things, such as wonders. There's not really too much information...
