This card requires a wildcard slot in order to be used. Wildcard slots are only unlocked with PP (unless you are playing as Greece), when you can get a tier 1 government. At this point, almost always, most of the religions have been taken, and +2 will barely help. Maybe there is a specific...
Yes, most people agree that it is absolutely essential to build industrial districts in every city, build all of the buildings in them, try to get as much adjacency as possible and take advantage of the bonuses that effect other cities within 6 tiles (from factory and later building, forgot what...
I pretty much have a policy that I should always have a builder around (except for early game where I'm focusing on expansion), and once I've used all of the charges I build a new one. This way I always a builder to repair things, and improve cities if they need it.
Most people make a good few slingers, but I find them rather useless against warriors and spearmen, so I don't really do that.
I usually start with a scout, then build one slinger so that I can get the archery eureka and upgrade it. At this point, I really can't decide between builder, settler...
Yeah, I always do that, and I even try to build the industrial district in a location that allows the factory bonus to reach as many other cities as possible. I have still found that making ship parts, wonders and new districts takes a very long time.
I've gotten all other victories on Noble, so I'm now trying to get Conquest / Domination.
(It doesn't particularly matter which).
I just need some very general advice, because I really suck at war!

Again, my attempt to get a domination victory has been foiled by the evil diplomatic victory.
How many times have you gotten an unexpected diplomatic victory?
EDIT: I just realised that this wasn't clear at all; I won the diplomatic victory. A different Civ built the palace, and everyone had...
I love drafting rifles. I recently played a game in which Korea declared war on me, and I had no units at all. I ended up winning because I drafted tons of rifles. So much fun.
I always adopt Slavery in the early game, but find that I only end up using it in absolute emergencies (someone declares war on me and I need to quickly create a defence), but others in this forum seem to use it more liberally.
Could somebody please explain to me when and how to whip properly?
