This isn't really that hard of a challenge. Get weather paradigm. Bribe the AIs to go away (as long as they don't demand a bazillion dollars). Pump out crawlers to solve all of your resource problems. Max out energy by raising elevation as much as possible. Set up a solar farm using mirrors...

Veteran catapult vs fortified milita in plains city: You lose three catapults, kill one militia and the AI spawns a chariot and kills your catapult the next turn.
I actually found it modestly unimpressive versus the other modern age units. A single GDR won't win you the game versus a bunch of mech infantry or whatever.
You can play online but most online games are essentially over long before you get death robots.

Probably too far away from a "patch" but wouldn't it make sense for silicoid to consider "Toxic" as gaia and terraform plants from terran to toxic instead of the other way around? What use to them is trees and plants?
Push science, conquor somebody early for more breathing room. The RNG in this game is absurdly frustrating so keep some defenders around. Expand early, get the science wonders + colossus. Never research horseback riding, feudalism or chivalry as its all a dead end (chariot is basically "as good"...
Since it's the same engine, did they fix at all the problem of Civ 5 taking way too long to process turns? If its as boring as civ 5 I'm not going to bother getting this game.
Your design goals make it sound like you want to remake Alpha Centauri. Maybe look at what it does - it even has automated armies (though I believe there's a bug related to automated airplanes that causes a crash).

How do you balance AI civs that aren't balanced? Darlok and Bulrathi are the two worst premade civs, and they usually do well on Impossible if the AI gets, as part of its free additional picks, something like aquatic or subterranean. But you can't give that to all of them.
