Yeah, the civilopedia says you need over 10 cities. But I definitely have more then 10 (the Holy Roman Empire starts with more then 10). Does that mean you need to have an extra 10 to support a new palace-like structure? Its not too big a deal but was just curious. Thanks for the replies,

Thanks, I definitely checked that. I have feudalism as my government type and Bohemia is listed as one of the possible vassal states under feudalism.

That was indeed a problem. But I have since taken the folder named Rood out of the folder named Rood1 and put it in the Scenarios folder and it is still not working. I have made sure that the Scenarios folder have both a folder named Rood (with folders named Art and Text inside) and a .biq...
