I've found it interesting, but since I can glimpse the depth I've not been willing to fully dive in and figure it out. Funny how that works, as it's much more my speed than the later Civ entries.
Gameplay-wise you can probably not justify more than a small handful, but historically any civ that used the double-headed Eagle or formed a strong polity in Roman territory post-Western Rome collapse is justifiable historically. Keep in mind the ensuing age is about "Discovery" and the player...
If I could rephrase it, I would suggest that the feeling you have is that Civ7 appears more "eurogame" to you and less "ameritrash" (not to be derogatory - I love such games) than previous entries.
I don't know that I agree, but the distinction is described in those terms by board game...
