After seeing the warrior movement result, I think I would have settled north on the forest to be able to work both floodplains and the cow, and just start with Animal Husbandry.     Here's the math on Oxford rolls (using science costs from deity / normal speed). The annoying thing is that the 2nd "roll" takes into account which tech was discovered in the 1st roll, so you could get both an irrelevant tech and its own mastery.     It's good that they did away with the overpowered stacking % bonuses, but it looks like it pushed the meta further towards a certain kind of "wide" that involves having a lot of cheap buildings, mostly warehouses, to maximize the fixed per building / district / quarter bonuses.

    The main advantage of NE over SW is the possibility of an island city SW, plus more chops, if you want to build the Great Lighthouse. And a hilly coastal capital with gold makes it very feasible to get GLH, even on deity. I would probably choose that over a stronger Bureau capital from coast tiles.
