The best strategy I've found is to completely ignore the piety tree. Ive done amazingly well finishing tradition and getting consulates with city states (plus forbidden palace) and timing that perfectly to going into rationalism.

I'd rather have carthage with their elephants AND harbors. Not to mention quadquarimes. I think the first time i moved up to immortal, I played as carthage and got a domination win with the 100+ happiness achieve. I've never liked india in civ 5, but maybe i need to take another look

1. Play as a bad civ such as Japan or India.

I would actually consider poland with no UU or UB better than at least 50% of civs. That UA is so overpowered its unbelievable. If I ever move up to deity, I'll probably use poland
I thought fetoria was this:
You send a worker to a city state regardless of relationship with it.
You then build it on a tile within the city state (preferably one without luxury resources). I usually just destroy farms or trade posts to do so.
You will then get a copy of every luxury...
when i played Portugal, every single City-state had silver and nothing else. I built feitorias everywhere, but I dont think it mattered. Not a single guy even had whales or anything.
