    I think this occured because of the resources graph. I edit my first post and posted a new version which includes the resource graph. You can continue your game after you put that graph in your art folder. (I hope so.)

    I think we need an Ukrainian here to solve this Ukrainian grassland conflict. :) About the hills, I made a hill when altitude is 1000+. So I couldn't make hill on Ukraine and Russia -with some exceptions because of resources. Otherwise, everywhere should be hilly. It's only 1/3 (maybe less)...
