I never really do research pacts much. I always feel the gold is better used to bribe city states.

Liberty is rather useless imo, at least compared to the latter policies. We don't need to go for a culture victory for patronage to be good, since the more city states you have as allies the better; you get their resources, you get food from maritime, units from military (though this isnt a big...
