I never really tinker the energy budget for econ, psych and labs because the game penalises you for doing it, unless you got a democratic social engineering option, which makes it a little more palatable.

In the early game, it's important to get a few out. SMAC meta has always been about wide gameplay.

If there's one faction that I think is highly dependent on supply crawlers, it's the Morganites (you have to beeline industrial automation anyway because of their lower pop cap limit). I admit I don't use supply crawlers that much unless I am running desperate.
