I decided to uninstall Civ and reinstall it. Everything works fine now. If I would have known it only took 8 minutes with high-speed internet, I would have started with this and been up and running right away.

The Fall patch came out today and I also downloaded the new DLC Khmer and Indonesia. If I disable the DLC, the patch seems to work fine. With the new DLC enabled, the games doesn't work. I have deleted (not just disabled) all mods. I have all of the other official DLCs enabled and they work...
