VP3.2 seems to work with 4UC; it hasn't caused my 3.2 games to crash. I've only played a bit of one game with the new Rome though, so your mileage may vary.

I don't know if you've tried it, but a version of your proposal is present in Hinin's Tweaks mod mod. With that you can build Polders on Sea Tiles (with the restriction that you have 3 adjacent land tiles). Maybe that's what you're looking for?

Hi, in the most recent version of VP (1.2.1) the AI seems to be really slow in building wonders. I'm wondering if this has to do with the increased penalty for wonder construction if you already have a wonder (I think it was raised from 35% -> 50% by this mod?)
