People would think about using the governor if they were "rewarded" somehow for their loss of control. A local leader could handle things more efficiently, so what about giving a small production bonus for x turns of uninterrupted use of the governor ?
Inca aren't aggressive no more (Warlords 2.08). But I looks like Quechua always have Combat I promotion.

While being attacked my a bear my Quechua got +50% for defending in a forest and +20% for animal combat as expected.
And "Extra Combat +10%". :confused:
I thought someone would get an extra combat bonus if attacked by a unit which has fought already in the same turn. But that's impossible...

As someone said before the game would be illegal in germany with Hitler as a leader. And because the guys at Firaxis will probably know that, Hitler will never be in a Civ game.
