    Tactical Nukes bypass SDI, don't they? Using nukes will cause global warming issues though, even if they're the tactical variety. Wish there was an option to "turn off" global warming (or at least make nukes not affect it, since it doesn't make a lot of sense that they do).

    We both have more than 4 cities. I quoted the wording exactly. It sounds to me like it counts as them declaring war, but I can't say whether or not that's actually how it works. I'm not even sure which file(s) contain the events.
