Just the same. When unit becomes upgradable, it receives specific temporary button to click. By number of turns to finish the project. Remove Pingala from the city and see if number of turns changed.

1) In current game (started before NFP, I am playing slowly) my city had a trade route to a Mongolian city (Cardiff). Eventually it ended, two trade posts were c4reated, as usual, but after then I was said there was no place to route from that city. Though Cardiff is still here, still Mongolian...
