I was quite surprised that leaders like Cleopatra and Trajan would start complaining about you not following their agendas so soon after you meet them. My goal with this mod is to fix issues like that.
I've found a way to make it so that agendas don't get enforced so soon. This is done by tweaking one of the agenda requirements, called "Requires_met_10_turns_ago". This requirement is listed on quite a few (if not all) the leader-specific agendas, even though it doesn't really make sense, since the non-leader specific agendas seem to require 30 turns by comparison.

Compatibility
This mod should be compatible with all mods except for other mods that change agenda modifiers.
If you want to use modifier mods while keeping the turn requirements intact, you can delete the "modifierChanges" file in AgendaTweaks after installing it. I don't intend to make any further changes to modifiers in this mod, I think the main goal of this mod should be to fix the agenda requirements.

Changes
- Changes the "10 turns met" requirement to 30, making it so that most leader agendas don't get enforced until 30 turns after you meet them
- Changes the "30 turns met" requirement to 50, making it so that most non-leader-specific agendas don't take effect until 50 turns after you meet them
- Changes Jadwiga's agenda to use the new "10 turns met" requirement value rather than the "30 turns met" one that it was set to
- Makes it so that Mvemba a Nzinga waits for 30 turns to pass after you found a religion to start complaining about you not spreading it to the Kongo
- Halves the "initial value" of modifiers related to agendas, in cases where halving it would lead to a 0 value it sets it to 1 for positive modifiers and -1 for negative modifiers
- Windows: Go to "My Documents", then "My Games", and then "Sid Meier's Civilization VI". There should be a "Mods" folder there, extract the zip file and place the folder in the mods folder.
- Mac: Go to "~/Library/Containers/com.aspyr.civ6.appstore/Data/Library/Application Support/Sid Meier's Civilization VI/Mods" and place the extracted folder there.
Making Changes
If you want to change the values for the turn requirements
- Open the "slowAgendas" file in Notepad or another text editor.
- On the fifth line, you can change Value="30" to another value to change how long it takes for most of the leader agendas to activate.
- On the tenth line, you can change Value="50" to another value to change how long it takes for most non-leader-specific agendas to activate.
If you want to keep the turn requirement changes but get rid of the modifier changes:
- Delete the "modifierChanges" file after installing AgendaTweaks.
