Movement and Spreading

Disasters can move and spread. Also added locusts and diseases. See the thread.

Damage

Added damage effects to disasters. Also added a new disaster called "meteor" and added a disaster lifetime; disasters will last for X turns between a min and max for each one set in DisasterInfos.xml.
