Adds a new late-game district called the Downtown Area district. Primary use is for visual city sprawl but adds some bonus yields for district adjacency and some bonus housing and amenities amongst other things.

- Because of game limitations and some ArtDef bugs, this district will NOT show up on any tile that is not right next to the City Center. Also, there may be the occasional glitch with it not appearing there either. I don't know what causes it or how to make it appear but I've been trying new things. In the mean time, enjoy!
