Earth29civs prototype 2.1 2016-10-05

Well, we now come to the second prototype for my Earth29civs project. It differs from the previous prototype as follows:

- the Conscript and Tamer are gone. The Israelites now have access to the Maccabee, a Warrior-class unit with +100% vs. melee units and Guerrilla I. This makes them superior to Quechas for rushing purposes in the first several turns of the game, but much less effective than Quechas for the same purpose once your opponents start building Archers.

- Warrior-class units are now part of the "Basic" combat class, which has access to neither City Garrison nor City Raider. This was done to make Warrior/Quecha/Maccabee rushes less abusive and to avoid having Archers with City Raider.

- The "explosive" combat class has been replaced with the "assault" combat class, which includes not just Grenadiers, but Marines and Paratroopers as well. Grenadiers can no longer be given Barrage, and their attack bonus vs. Riflemen has been reduced from 50% to 25%.

- the Aggressive trait affects all of the units that it used to affect except Polearm units, which now benefit from Protective instead.

- The Iroquois, led by Deganawida, have been finished.

- A graphic has been added for the Merkava.

- Cavalry now upgrade to Tanks, not Gunships.

- Joan's personality has been tweaked to make her slightly less like Boudica and more like the actual Joan of Arc.

- "American Empire" is now "United States of America"

- the Free Great General has been moved from Fascism to Military Science.

- West Point no longer requires a level 6 or higher unit, but does require a Military Academy to be built in that city.

- Oil now provides +1 trade/energy/gold/whatever it's called in Civ 4 instead of +1 production. Oil Wells can now be built with Machinery, and only add +1 production at first, but add an additional +1 production and +1 trade with the discovery of Chemistry (which is also the tech that makes the oil bonus "available" for trade or whatever). Offshore oil platforms are available earlier, with steel rather than plastic. Basically, an oil resource with a well and Chemistry will now add 2 hammers and 2 coins to the tile it's on, rather than 3 hammers and 1 coin.

- Whaling boats are available much earlier, with Hunting (and, obviously, fishing for the work boats).

- For those of you who feel that Europe just isn't crowded enough, I've added an Earth30civs map with Celts. Their new capital is Hallstatt.
