Less Warmongering Hate 2016-10-05

This is a lightweight patch based purely on the game database variables (no lua used), compatible with many other patches.

Basically reduces warmonger penalties with the following effect:

• Conquering cities give 40% less warmonger penalty.
• Warmonger penalty decay per turn is increased 40%.
• Denunciations, City Liberations and Capital Captures wheight 30% less in leader's oppinion.

Be warned, this doesn't make the warmonger way diplomacy-free at all, still you will face big penalties if you raze without planing only makes warmongering penalties more manageable.
