This is the Rise of Rome scenario, but it has been modified to replace time victory with cultural victory. I know, this scenario is intended to be a war scenario, but with this tweak a new whole look rises up. The file incorpores two files: one that modifies the mod, and one map toplay with the new feature, without replacing the original.
