Bug/Hotfix: Disabling Extra Goody Hut Rewards

Post Leader Pass with extra goody hut rewards enabled there has been exceptions/CTDs. Disabling it. (Perhaps temporarily until bug can be isolated?)
FYI This bug is not present in Standard Rules vers. of scenario.

Add Rulers of England

Added TSLs for Rulers of England: Victoria (alt) and Elizabeth as playable leaders.

Add Abe Lincoln

Abraham Lincoln from the Leader Pass is a playable faction.
