[1.0.0.194] No Great Work to steal bug

Pedro traded away his Great Work so my spy mission aborted.
Now it says "No Great Work to steal", despite there are 2 other GWs in the district.
Guess I have to move my spy to other city and get back and wait dozen turns again!

I found the reason, it's not a bug, I suddenly ran out of Great Work slots. Anyway the notification should be "out of GW slot" instead of "no GW to steal"
