[R&F] (1.0.0.262) Not getting ERA score from Entertainment

In a recent game, playing as Australia, I chose the Era bonus of getting score for each District built. However I completed 3 Entertainment districts in the time, and got no Era score. All other districts (Holy, Campus etc) gave me the plus 1

I suspect that this isn't a bug. The wording is "Gain +1 Era Score each time you construct a Specialty District". Specialty districts are those districts that you can assign workers (specialists) to work; the Entertainment Complex is not one of them.
