[GS] [1.0.0.290] Cannot assign Ibrahim to foreign cities (Should be Fixed)

He worked well until I took Hungary capital and moved Ibrahim to Hungary new capital. I didn't pay attention to him for awhile, then I found that I can't assign him to foreign cities (except city state).
He's quite useless now!

Should be fixed, per patch notes:

• Ottomans: Ibrahim in some situations was not able to be moved to another capital.
