The last patch introduced a limit of 40 for strategics like Iron, Horses and Niter for the AI in terms of considering the ressource storaged as " still useful" - as soon as this number is passed the AI will stop paying for additional units you offer them.
However, if they initiate a trade, they will ask for quantities of 20 (granted that you as a human player have enough in stores), regardless if the accepted trade would exceed their limit of 40 afterwards. The price however, seems to depend on how many units are missing up to 40.
Below is an example save: If you end the turn, the Khmer will ask for 20 Iron, despite already having 28 in the warehouses. You can reduce the trade to 12 units without them paying less.
