See the two dams in the following screenshot:
The tile of the southernmost dam has a river on each side - the Wei River and the Tarim River. The tile says, on mouseover, that it belongs to the Wei River.
However, if I build a Dam on this tile, it will actually dam the Tarim River, and I cannot build the northernmost Dam in the screenshot. If I build the northernmost Dam first, on the Tarim River, I am able to also build the southernmost dam, which will dam the Wei River, but graphically depict damming the Tarim River. So, in the screenshot, it looks as though there are two dams on the same river, yet they are actually on different rivers.
So this is two bugs. Firstly, the Dam not being built on the river that the tile specifies (and preventing another Dam being built), and secondly the graphics not correctly representing which river has been dammed.
