[1.0.0.38] Bug: AI does not seem to value Strategic Resources for trade or otherwise

I have tried selling my extra strategic resources to the AI, but they seem completely unwilling to buy them for any price. Giving them away for free doesn't even give you a favorable trade relationship boost. According to the trade menu do not have any of them and they are teched up to the point where they should be able to make use of at least one of them.

What's more in the current game, one of the AI has both Horse and Iron in one of his starter cities yet he hasn't bothered to improve them. And he isn't getting any from a city state.

I think something is very wrong here.
 
It's not a bug. First, the AI will initiate a trade with you if it needs a strategic resource. It will pay a pretty penny too, but it will only do so when it must have it for something. Keep in mind the AI probably has already traded for needed strategic resources with other AI, or it may be gaining them from a city-state. I'm pretty sure resources received via trade/suzerain status don't show up in the trade menu.

The second thing you bring up IS a "bug", the AI will not prioritize using workers to improve needed strategic resources. One AI had coal within two hexes of two cities for over 200 turns and never improved it, instead he paid a ton of gold to me for my own coal instead of just buying a builder. :rolleyes:
