Sometimes, I don't get diplomatic contact with Congo despite having a unit directly next to their scout.
It seems to be dependent on whose turn it is when contact should have been made:
-> When contact should have been made on my turn, because I moved one of my units into sightrange of their scout, I get diplomatic contact normally. To reproduce: Load Peter_nocongocontact and move the warrior onto the hill northeast of it.
-> When contact should have been made on their turn, because they moved their scout into sightrange of my warrior, no diplomatic contact is made, and apparently no diplomatic contact can be made in the future. To reproduce: Lad Peter_nocongocontact2 and end the turn. The scout should appear two tiles east of the warrior without making contact. Moving my warrior directly next to their scout on my turn will not initiate diplomatic contact.
